Every domestic double glazing job notified through a Competent Person Scheme must carry an Insurance Backed Guarantee (IBG) with a minimum of six years’ cover — that’s been a requirement since June 2014 under Condition 17 of the Conditions of Authorisation. Do I need an Insurance Backed Guarantee as a FENSA installer?

Yes. The requirement comes from UK law, not FENSA. Condition 17 of the MHCLG Conditions of Authorisation requires that every Competent Person Scheme ensures registered installers provide financial protection on domestic work for a minimum of six years. FENSA enforces this by requiring an IBG on every notified domestic installation. Failure can result in expulsion from the scheme.

Do CERTASS and ASSURE installers need to provide an IBG?

Yes. Like FENSACERTASS and ASSURE are MHCLG-authorised Competent Person Schemes, so they must comply with Condition 17 of the Conditions of Authorisation. Both require registered contractors provide an Insurance Backed Guarantee covering a minimum of six years for all domestic installations. 

What happens if a FENSA installer doesn’t provide an IBG?

The installer can be expelled from FENSA. Issuing an IBG is mandatory because FENSA must comply with Condition 17 of the MHCLG Conditions of Authorisation to keep its Competent Person Scheme authorisation. Expelled installers cannot register with any other glazing Competent Person Scheme, ending legal self-certification for domestic window and door work.

How does auto-issue work for FENSA, CERTASS and Assure jobs?

When you notify a job to your Competent Person Scheme, your scheme records a Building Regulations Compliance Certificate (BRCC) and sends the details to HomePro. HomePro then issues the Insurance Backed Guarantee automatically, and the homeowner receives their policy documents directly. You don’t need to enter the same job twice, and a weekly email system keeps you in the loop — so no job is missed, and no guarantee goes unissued.

Does the requirement apply to commercial glazing jobs or just domestic?

The legal requirement covers domestic work notified through a Competent Person Scheme. Commercial, housing association and local authority jobs sit outside it, although housing associations and local authorities should still be offered cover. HomePro members can mark these jobs in their portal so a policy is only issued where it is needed.

Can I pass the Insurance Backed Guarantee cost on to my customer?

Build it into your overall price rather than itemising it — installers are not authorised to sell insurance, so it should never appear as a separate line with its own cost. Present it as a benefit that comes with your work: “This quote comes inclusive of an Insurance Backed Guarantee from HomePro.”
